i think you not really sure the underlying issues that businesses facing. the government want the businesses in private sector have a better choice to minimise their manpower cost and data centre or call centre to jb. cost effective and remain their r and d, and core business in singapore.
Why not create something similar in the north with Thailand?

Singapore pay the money , need to benefit Singapore first Thailand has to initial their proposal to Singapore, and made sure they can abide their laws to protect the benefit of Singapore interest

Singapore -johor SEZ is 10 times the size of Singapore -china Suzhou SIP project,in future many chinese Malaysian from penang, KL will immigrate to Johor to work. Johor will need alot of workers base on current johor population,johor need to import workers from other west Malaysia States.

Which means many workers from north of Malaysia and East Malaysia to rent their places in Johor area If not they will have to get their workers from philippine , Indonesian, vietnam, India , Pakistan

@ct9245 if this project becomes successful Johor current population cannot support it,it will required talented Chinese Malaysians from other states to move to Johor. When Singapore -china Suzhou SIP project first started it grow the population of workers by few hundred thousands, the catch is this Singapore -johor SEZ is 10 times bigger than Singapore -china joint ventures imagine how much workers Johor will need to host in 2035-2045 ?
