Can Talling be used to bring external signals up to modular levels? The manual says something to that effect, but I haven't found any confirmation.

Yes and No, Depends if you are willing to sacrifice one channel of the two. The module can handle processing of either audio or control voltages so if you take ch 1 as an offset and ch 2 as VCA you will have this ability. I have an Intellijel uVCA which has a nice little "bias" control specifically used for cv offsets, but that cant do OD and you cant control both linear and exponential simultaneously.
