And even if they made her a Minato's twin sister(Like most of fanfictions), then why she wasn't mentioned by anyone(especially Aigis and Ryoji) in P3? I wouldn't mind her appearing in Persona Q2(which without a doubt *will* happen), because PQ is a non-canon fanservice game and it wouldn't be hard putting her there(Same goes to P1 and P2 cast). Even if canonizing her would be the most awesome thing done by Atlus, it is still hard and it would create a lot of plotholes that Atlus would have to fill. But if she *will* appear in canon universe, I would only wish for Atlus to explain her properly(mostly her absence).
