To be fair, in video games you kinda have to nerf or buff characters for gameplay purposes. Realistically a lot of these battles would be a hell of a lot shorter if the powers were more accurate to the comics or even the shows/movies.

Due to the stun advantage, it's likely that each hit within the combo is penalized with a reduction in damage. Alternatively, the hits are less severe due to their superior speed. In any case, Darkseid's and Atrocitus's moves differ on multiple levels, such as their speed, range, combo viability, stuns, etc.. Hence, they also differ in their damage outputs, probably for balancing purposes
