Drill has always been a means of training to an end and not an end in and of itself. So instead of whether they need to march like this, I think you are asking whether the Immigration Department needs to be trained as a disciplinary force. Immigration matters used to be the responsibility of the Police before the 1950s. The establishment of the Immigration Department was deemed necessarily because of the influx of refugees from China at the time and I suspect many of the Department's founding members were themselves policemen. So from a traditional and legacy's point of view, I suppose it's understandable why the Immigration Department has turned out to be a disciplinary force. Then there's also the operational level of considerations. The Immigration Department does collaborate closely with the Police and even the Customs in investigating and raiding illegal immigrants' quarters and human smuggling operations, whose culprits might well be armed and aggressive. From operational synergy's point of view, it makes sense for Immigration Officers to be trained as a disciplinary force along with the Police. Then there's also a level of consideration concerning public image. Imagine if you were a visiting tourist to Hong Kong and its Immigration Officers would be your first point of official contact the moment you land and who give you the first impression of the city. How would you the taxpayer feel if they were to look like a bunch of long-haired unfit hippies.
