I mean, Chase is powerful, but his abilities are limited almost exclusively to physical skills, turning into a Dragon and turning people into Jungle Cats is all he has going for him as far as magic goes. Wuya even without her full strength has comparable physical abilities and her magic knowledge, while at full power she effortlessly took over the entire planet.

He's just that good. On a more serious note, it seems like a skilled user can exert more control over Shengongwu. So maybe Chase Young just made himself slightly transparent while flying at Wuya instead of going fully intangible and that is why her body was not fully restored.

Dashi did make her more powerless he took away her physical body so Wuya can’t hurt anyone physically in her ghost form the only thing chase young did is take away her magic power and she is strong physically
