Rumsfeld never said the money was missing, only that it could not be tracked. The context makes it clear that he’s talking about antiquated accounting practices. The money is not missing (as in, nobody ran out with a briefcase containing 2.3T), but may be difficult to tell what they spent it on. For example, I gave department A $1000 in budget, which they spent - but their accounting systems don’t talk to my accounting systems, so I’m not sure what they spent it on. This is a significant issue, but not as big of an issue as some might make it seem. If I told you to sit down and write down what you spent every penny on, you would likely end up with some number less than your income due to receipts that you lost or things you forgot about - that’s the loose equivalent of this missing money. It’s also worth noting that this number almost certainly double-counts (or more) things - system A improperly tracks a $100 transaction, systems B and C improperly track the same transaction, and we end up with $300 improperly tracked. Alternatively, if I buy a $100 item and fail to correctly track both the expense and the new asset, I’ve just created $200 improperly tracked. Finally, if I improperly track the depreciation of a $100 asset over a decade, I may just have created up to $1000 improperly tracked. The pentagon budget is nowhere near 2.3T. That number includes non-accounting-standards-compliant entries for depreciation on assets, pension funds, liabilities, fixed assets, etc. It’s not a pile of cash, and it’s not all expenditures. It doesn't mean the money was stolen, and it doesn't even necessarily mean they don't know what it was spent on - but it doesn't pass the relevant account standards (That said, bad accounting makes it dramatically easier to hide fraud). In 2002 after some system and process upgrades the number of improperly tracked transactions was reduced to 900B. This is obviously still a large number, and despite subsequent improvements the pentagon’s accounting processes remain deficient to this day. They still have not passed an audit.

Steel is a mixture of iron and carbon that can melt between 2500-2800°F or 1371-1540°C. A small fire with yellow flams burn around 1200 degrees. A massive fire like a mega build on fire defo burns at like 2000 degrees so yeah kinda makes sense.

I don't really get why he is getting made fun of for that chocolate analogy. It's pretty fitting imo. An increase in temperature leads to a decrease in structural integrity of the affected material (in this analogy chocolate/steel). And while steel beams (materials in general) used in construction have a certain range of tolerance for influences like temperature, once they leave that range of tolerance it naturally affects the structural integrity of the surrounding area or the whole building (depending on the position and role of the affected part). So his analogy that the steel / chocolate doesn't have to fully melt to lead to a critical failure of the material due to "softening" is actually pretty good.

@jayskate6631 you're missing the point of the argument. It's not about the melting point that's not being reached by burning jet-fuel. The argument is that even without being melted, the structural integrity of the steel, which is necessary to support the building, is lost at a certain point before the steel melts. In other words, the steel bends due to being softened by the heat and can therefore no longer support the weight that it could at a lower temperature. In short, it doesn't matter if the melting point of steel can or can not be reached by burning jet-fuel when it is not even necessary to melt the steel as the structural integrity is compromised at a temperature below the melting point.

The steel retains about 50% of its strength at 1100°F. The steel loses all of its capacity when it melts at about 2700°F. Jet fuel burns at temperatures of 800-1,500°F. Thus, a section of the steel exposed to burning jet fuel for extended period of time would reduce the strength by roughly 50%. I don't know if that would be enough to cause total failure as engineers usually design things to be even stronger than the minimum required, but hope that puts it into perspective. I also think that happens for chocolate but not as pronounced.

Despite the "chocolate" having a higher melting point, when heat is applied, it'll soften up still, which could lead to the chocolate breaking or collapsing. The building's steel beams being represented as chocolate works well as an analogy. That being said, having the World Trade Center "blown up from the inside" is very much a possibility, but saying that the impact of the plane and the combustion of the jet's fuel are not enough for the building to collapse is an absurdity. (which is the point that XQC was trying to argue.) 🤓
