well by moving your feet like that you are creating static electricity the more you do it,the more it stores up.like a battery your computer is prob grounded with a power bar. so the easiest path for the electricity to get to ground was thu your ear.to your headset its not the voltage that causes problems,its the amperage i would assume that there would be enough to cause damage to electronics if repeated over time but thats imo

need to switch to hardwood floor / OR get one of those big plastic mats that protects floors from your chair. Get one large enough that you can put it under the desk and the chair so that you can avoid this. Discharge any built up static prior to touching the electronics.

low humidity in the winter causes static electricity build ups to be way easier, as they do not dissipate into the air. You can also cast spark on your cat if you like. If you wish to remove the phenomenon, increase the rooms relative humidity to above 50%. an easy fix if put a wet towel on a chair near the heat or ventilation of the room.

I would try: - If your PC is resting on the floor raise it or put it on something non-conductive (marble tiles) - Treat your carpet with anti static cleaners. - Put all your devices into a "Surge Protected" power bar and plugged into a properly "grounded" ("earthed") outlet. (More so to prevent damage to your equip. enough build up can nuke your stuff but it seems like it is discharging to ground properly albeit painful and annoying for you.)
