In south africa CapeTown they had the same issue with street racing, instead of sending police to ruin the party what did they do? The municipality toghether with kylarny racetrack agreed on having 1/4 mile events twice a week, entrance is like 5 euro for each car. They removed 90% of street racing off the streets in next to no time! And at these events there are tons of cars.
