He was pretending to drown. The whole idea was so he could give Arthur a chance to be the hero for once.

America thinks it's an awesome idea, so he jumps in the park lake, pretending to drown, while he had Seychelles (who skeptically went with the crazy idea) go get England to "help". Things get out of hand, Seychelles ends up rescuing both of them from actually drowning, then America&England share a cute moment before they start fighting again :3
