in my opinion, he’s at least top 7. only characters i think are better than him without debate are bison, akuma, rashid, guile. cammy, ken, gief nd juri are debateable in my opinion.

The second hit deals significantly less damage. Like 4:1 from the first hit. Not sure why, but it was a fourth in string combo with an OD chain, which should be 70-80% of it's regular power, so it should make sense. He was at about 23-24% health.
