They're initially used as unarmed flying decoys to attract enemy fire. The name Spare Squadron is not just a coincidence. The fact that they're handing them fighter jets is permitted by the fact that Strangereal countries have a way bigger percentage of their military budget on air combat compared to the real world. So they got more planes that they need, and these prisoners are as good as dead. Besides, they have essentially nowhere to go to if they desert, it's the middle of the war and they're closer to the enemy country.
