In general, yes i think that is what he meant. He said they might support you on a certain money lending idea like credit cards but that is not their game plan.

It's called Fractional Reserve Banking. Please google it, Banks create money using deposits as reserves.

The risk appetite for African banks is very low thus charging high rates,getting funding is for those who are already rich and with strong balance sheet because banks have low risk tolerance here,they don’t trust Africans with money period and the few African owned banks just mirror the European banks in terms of their products. These guys know what they’re talking about which is why they’re up there talking and those who know are paying attention and listening
