It's not weird at all. This is called a 'grandfather' policy and is often used by both UK and EU government agencies and departments to deal with legacy cases and to close the technical gaps between the running off of the old and the start of a new policy. It's normal !

Normally "grandfathering" is beneficial to applicants, but not in this case
