I think he already chosen Cho Kiu. But learning that Yu Ming secretly helped the family (on top of resigning) he was swayed. IMO, it is Yu Ming that relentlessly trying to push for it. She already knew about his relationship with Cho Kiu and yet announced her resignation implying to get married.

He is anything BUT selfish. He spends the entire series being extremely noble and self-sacrificing, which is why both women love him so much. This is simply the greatest love triangle ever, with each of the characters being extremely lovable and sympathetic. You root for all of them, and you feel bad, no matter who loses out in the end. Of course Ah Cheurng would have some deep hesitation given the choice between two great women. But in the end, he loves Cho Kew more. She's on his wavelength. They vibe better. Plus, as a dramatic device, she's the daughter of the richest man in hong Kong, which sets up Ah Cheurng to be able to fight his villainous rich brother. It serves the story better to have Ah Cheurng end up with her. Without it, we wouldn't have gotten that Shakespearean ending with the brother.

鄭裕玲內心戲未能達標，她只是識演巴巴閉閉的角色，如男親女愛，相由心生，她內外都是巴巴閉閉的性格，反而汪明荃可演內心戲，都是相由心生，汪明荃外表是巴巴閉閉，但內裹是柔和的
