Draken and Mikey are the same age, if he was two years younger, he'd be younger than Takemichi, since we saw that Draken was in his third year of middle school when he died, in that newspaper article Naoto found.

I noticed a bunch of anime-only are getting this wrong, the Moebius meetup is NOT where Drakken dies, he dies on August 3rd, this is two weeks before August 3rd. Like what Osanai said, the meetup was just the trigger for the conflict, as you can see Mikey and Drakken's thinking as a duo starts to crack. Let me give you an insight into how their dynamic works. Drakken is basically the peace/reasoning and Mikey is the war/fight to put it in a modern perspective, Mikey is the person who doesn't know how to tie their shoelaces while Drakken does, Drakken, therefore, helps him to tie his shoelaces. A dynamic duo like Mikey and Drakken is bound to slip and crack in certain situations. So when Touman starts to have internal conflicts, it's due to the factions splitting apart, making it the perfect plan to sneak in while they are in the battle and kill Drakken.

Did the aug 3 fight get pushed early? I feel like kiseki might be behind it all...why did he ease drop on takemichi and akkun on the rooftop? He overheard takemichi was going to save draken/akkun/hina, and he probably remembers exactly when draken died 12 years ago..i wont be surprised if kiseki can also travel time and mess up the timeline..Moebius bringing the fight to toman in that last scene doesn't sit right with me.
