He has probably done it before in a different setting, and gotten away. Prosecuting fraud is a different matter, though, because I don't understand why a suspected thief has a right to go to Appeals court, when he has not even been prosecuted or formally charged.

We saw how the new and improved INEC system was meant to guarantee vote protection with real time data reporting etc. What did the officials do? They switched the machine off, fabricated some figures and declared the fabrication as valid. Similarly, any digital recording of unauthorised withdrawals or "re-directions" can be wiped or falsified. Even if it's recorded on the blockchain they will look for a loophole to deny the truth.
