He has a matching scar, operates out of the Yokohama area, and his password in the substory that unlocks his wares is literally “Lau Chau Chau Ya”, which roughly translates to “It ain’t Lau, it’s Chau”. Chau even mentions having some history with the Tojo when Ichiban reveals his tenure with them. There’s an astronomically small chance it’s a bait-and-switch and he’s actually a relative with the same scar, but odds are that he’s just Lau after the collapse of the Japanese Snake Flower Triad operations doing “independent contracting”.
