do we need komakis abilities to or just mad dog encounters

You need to unlock all the abilities. To do that, you need to get all the encounters - the two are dependent on each other. This is the guide I used, highly recommended: gamefaqs.gamespot.com/pc/241146-yakuza-kiwami/faqs/75194/majima-everywhere-system
