Umm time is different for everyone according to their region. Go to Career < Chef < Fishing < (on left side bottom you will see "Type" button. Tap on that and select ..) Time period view. On that you will see time when fish will be available on top of the screen. That is according to your country time. They spawns 2x a day at 2 different times.

u gotta see branch as well and sometimes shoal moves a bit here n there so yeah its fucking game's issue and can fish in branch 1 only.
