Katsuki is still taller than Izuku; everyone has the same exact height of the original (idk why that is so hard to understand for some people?). I see Izuku as more of a Shinsou type as well. Maybe cynical too. They always portray Izuku as Katsuki in this AU and it irks me to no end. I appreciate this. Thank you.

Quirk Analysis for Todoroki! OG Todoroki had larger flames that were much better for crowd control, and yes, did seem more intimidating, but AU Todoroki would have smaller but much, much hotter flames. Similar to Dabi, since blue fires burn hotter than red.
