I just know that the key are the options: "Go to the RPD / Fight with the monster" which you have to choose to go to the RPD, and "Jump out of the window / Hide in the room" which you have to choose to jump out of the window. That's everything I needed to do when I wanted Carlos to shot Murphy.

You need a cheat or a mod. However, you can come across a zombie version of him in RE2, permitting that you go straight to the police station. Bad news: the NE-T virus makes him stronger than a normal zombie. Good news: if you play as Claire in her A scenario, you get an awesome gun.
