As someone who's parents have been active in the Red Cross youth groups since they were youths and whose dad works at the swedish offices (and has done my whole life) I would not be surprised AT ALL if this idea came from the Red Cross! They do LOADS of silly activities, at least here in Sweden. My parents actually met at an international Red Cross youth camp in the 80s and they did many silly games and sports even back then!
