Dio Brando is actually just the part one version while the part 3 one is called DIO because it translates to GOD

DIO is still Dio Brando, his name didn't change, he just dropped the Brando in part 3 and capitalized his name.

im just sayin, sakuya has more control over his time stop and overall more time during it than dio, maybe if dio used his stand little more could win with ease, but overall sakuya is in a complete advantage. just imagine, 1 second you are punching here, 1 second you are sorrounded by a thousand knives.

Not to mention she has experience dealing with two far more powerful vampires, and Dio is just some guy who hasn't fully developed his vampiric powers or assimilated with his body... Yeah it's pretty clear cut in Sakuya's favor.
