Tour literally labels it as if it appeared in that game first though it's first appeared in mk8dx but Merry mountain and Ninja hideaway are tour tracks even though it doesn't label them. probably because they're not city tracks

They all debuted around the same time in two different games, AND they’re not city tracks. Because of this, they’re not really platform specific. They’re just considered nitros for both games, just to make it less confusing. Some debuted first in Tour, others in Mario Kart 8 Deluxe. Meanwhile, the city tracks were designed specifically around Mario Kart Tour, as the idea was you were “touring” around the world, hence they still get Tour labels.
