@Harvey_Specter because he was intimidated twice by Jessica's former client, he offered Alex a name partner for a client and accepted without negotiation that Donna be a partner. In that moment of transition they should have been united and Harvey divided. Then he didn't prepare Donna for Malik's trial. Both he and Louis were selfish and cowardly and protected themselves. In the end, it was the way in which he chose to get rid of her by orchestrating with Stu. No matter how much he wanted to protect the relationship with Paula, he should not have forgotten that for 12 years Donna was the person he relied on and for that he deserves so much honesty to tell her face to face that they can no longer work together.
