I like to imagine that is what happened directly after the screen fades to black. Right aftee Neuvillette is done with Skirk he realizes he needs to check on Furina. Suddenly the realization hits her at that moment Neuvillette is there right when he needs to be. Furina then leaves the opera house like she does, and Neuvillette begins planning on a way to repay Furina for everything she's done. Weeks go by and Neuvillette gets approached by the traveller and to his surprise Furina. He then gets the perfect idea of how to repay her. He sneaks a peak at the script and realizes the perfect opportunity, however to his surprise Furina isn't just the director but now will play the part. Almost as if fate finally is giving the little oceanid a gift. Neuvillette then plays his part rewarding Furina at that magical moment the most powerful vision ever to exist, making Furina while not an Archon completely but a vision befitting an Archon. ... People like to say Neuvillette might not have the ability, but he learned for years. That was the whole point. The reason him and Furina weren't super close for many years was because he didn't have the interest in humans. Only after his long time with them did he realize the beauty in humans. Focalors had to make Neuvillette realize that fact... She truly was a genius (Neuvillette having his authority back means he has the Authority to give Hydro visions as he wishes, he confirms such in his new storyline in his profile)

And more importantly, Vision bearers are usually having their "fate" in Celestia hands, while the Vision that Furina has is not from Celestia but from Neuvi. In other words, she is basically free unlike all other Vision holders! :)

Kind of not but yes......He is allowing Celestia to continue to hand out Hydro visions, for he puts small pieces of his power aside for those that dare to claim it. The newest theory is that the creation of Allogenes is automatically run by Celestia. Those ambitions or wishes that reach the skies are the ones that get a Vision Granted. The Archons are not the ones that choose but they do give small fragments of their power to keep the system running(Example, during the Vision Hunt Decree, no new Electro visions were handed, it could be constructed as Ei holding her divinity back to not give Electro Visions) Neuvillette is just using the same program to do the work and because, the way he is, he prefers to remain impartial. That said, Furina's is the first Vision granted with Neuvillette as the Hydro Sovereign, hence the four little claws holding the hydro gem in place.

He has nothing to do with Celestias Vision-System and instead will hand out future Visions according to his own standards. As for Ei, from how surprised she was when told about the fact, that no Electro-Visions were granted during that time, it's obvious that the Archons have so little to do with the whole process that they don't even notice it, when a new Vision is being granted. In fact, I'd wager that the authority over the respective element, which is needed to grant Visions, stays in control of Celestia and is only lent out to the Archons, possibly through the Gnosis.
