Zig zag seam edges of cuttings. Then, you could save cloth by gathering frill for the attachment, by sewing wide stitches on top edge and pulling thread. If it does not work out, can sew stitches by hand and pull thread.

You are a professional and I really like how you made it feel too easy to be done❤ just have two questions: what is the length and the width of the piece of fabric originally? and how you managed to sew the lower piece to the edge of the skirt without gathering because the edge is straight and the lower piece is round?. Length = length of the top part of the skirt + 5cm for the waistband; width = hip/2 + 3cm; you can change the length as you want and change the width according to your hip size. My experience is to place the straight edge piece on top and the curved part below, pulling the fabric gently when sewing. Sorry if my writing is a bit confusing ❤️❤️❤️ because I used GG translate
