I'm thinking if I see a CISD as you describe I need to go down a time frame or two and I'll probably see the MSS. Plus if you add consolidation zones on your chart you can clearly see where shifts will happen regardless of mss or cisd

A valid order block needs an imbalance and that is mandatory but how come you mark a candle an order block without and FVG ???

The CISD can actually viewed as a FVG in a lower timeframe. Therefore I'd argue that those 2 candle order block is valid. You'll just see more details in the lower timeframe..
