The actual impact is that truckers are stuck in the middle of nowhere more often than not, like that poor sap there, who gets given greif. Even worse, this can happen less than a mile from an exit with facilities like this, and the trucker's hands are tied.

Rest isnt simply sleeping, its being able to eat, releive themselves after a hard days work of focusing on roads and ensuring their and other's safety while they are driving. Simply climbing into what is essentially a futon to collapse after peeing into a bottle and holding a shit for hours on end isnt what I would call "rested" and they certianly aren't going to focus as well either under those conditions.
