Almost definitely a stock sound but I'm pretty sure it's actually the sound the crowbar makes in HL2 whenever it's dropped. The "empty metal" or "unrepairable/upgradeable" wrench sound in TF2 is likely edited from it, but I think might have like softer or slower tone. Believe it or not, Thomas & Friends used the *actual* normal wrench sound for a scene where someone bumps into a flatbed and paint cans fly everywhere, but it was also a solid 2 years before TF2 was released.
