Surge herself said she wants to kill everyone associated with both Sonic and Eggman and that would include Amy. Maybe Surge has changed her tune after the events of the Dynamo Cage but as it stands now Surge would probably rip Amy's spine out if given the chance.

And sure Surge would properly attack but not out of a direct hatred towards Amy but because she is generally really angry (also after stealing the Dynamo Cage did she leave Eggman alone so if Sonic is right there to murder which he in this example is would that take priority)
