Can a cistern owner install an old fashion manual pump with a handle? That is all I would need to feel ok in case of component failure ....so long as I can get water somehow! Would get old but also would be satisfying to be able to get by no matter what...

Seems like with all the risk to owner takes for maintenance and they pay for the water too........seems....excessive....why not have a well?
