I think it was Milo who did the car bombs in the early episodes. He got blown up so he blew things up in revenge. I also think he pushed the bus off the bridge in episode 7 because he would know about these little convoys. As for Charlie, I think he has been playing everyone this whole time by acting like he has a very low IQ while actually being fully aware of what is going on around him. He let the mask slip with Ian because he was going to flip the script. When Charlie says "what about the man on the porch?" in a normal voice, Ian isn't looking at him but we are. Charlie's whole demeanor changes. Ian takes a look, sees a look on Charlie's face that reminds him of the danger he is in and starts blasting immediately. I'm not sure if he'll even have to make up a cover story for that (other than leaving out the "man on the porch" bit). We did get some detail on Charlie's crimes in the season 2 episode where Ian took him to that talkative cop's house. The cop starts going on about what Charlie has done and Ian reminds him to keep his voice down because "he knows what those words mean". I'm glad to have found an in-depth commentary channel for Mayor of Kingstown!

This is the most thrilling part of the whole show for me, I had no inkling that he wasn’t slow!! But can you explain what he meant by man on the porch please?

@@creedparker last season there was a cop who was going to snitch on some of the other cops. Ian brought Charlie to this cop's house to intimidate him and Charlie killed the cop on the porch. Charlie has been "remembering" this as one of his crimes that he needs to confess to and Ian has been telling him to forget about it. When Charlie reminded him of it with a normal voice, Ian knew he was in trouble because Charlie was actively going to use it against him. Ian killed Charlie to keep the previous field trip a secret and to keep himself from being implicated in the death of that snitch. This was in episode 2x08 "Santa Jesus".

I called it early on that Charlie was playing them. But when he used his real voice scared the crap out of me. I think Ian might’ve known too the way he was talking to him about the dentist. It’s like he knew Charlie would pick up on the trip being more than just that.
