This is from the doujin album Touhou Gensou Shiten 5 "Fable". It was indeed credited to Yasui, but yeah it doesn't has much of his usual traits

i discovered this composer though the mamorukum curse ost, and the melodies and chord progression struck to me as so unmistakably touhou-like that i had to check if he had composed something touhou related before. this series' silent influence everywhere is funny.
