Completely legal to videotape whatever the heck you want IN PUBLIC. They had a clear reason, too, not just for fun anyway (but would still be legal regardless). Meanwhile: if the mother thinks that children playing in a sprinkler is lewd, then why is she letting it happen IN PUBLIC? Wouldn't that make HER the horrendous mother for allowing her children to do lewd things in public? Lol. Hint: the answer is that it wasn't lewd in the first place, and there was never any issue.
