I think it goes both ways to be honest. You get episodes like this because there's less of Jaden's development in the first two seasons. Cyrus and chazz both get more then Jaden in the first season. Even Chumley gets something.

Right now, it's Jaden's relationship with everyone and stuff that matters with the world being set up. Jaden doesn't need to be developed right away. Chazz is a minor antagonist that isn't meant to be an enemy. So of course he'd get more development first. A protagonist isn't someone who always gets developed, but instead leads the story and is the star of the perspective.

It's natural for the rival to get more initial character development than the main character simply because they have much more ground they need to cover to catch up. It was the same with Kaiba. Yugi's development was more near the end of the manga and that was about helping get the Pharaoh his memories back and learning to let him go when the time came. Kaiba was a straight-up villain before Duelist Kingdom. He had to change or the story going forward wouldn't have worked.

Well my understanding of how this works is that no one ever knows the ability of the opponent's cards, allowing him to explain to the audience what it does (and for spectacular plays). It also makes sense, you can't know every card's effects (well actually you could if you spent your days at a place entirely dedicated to dueling 😅)

Let’s face it, Chazz became a good duelist. He was just a snob with rare cards initially, but having to find his own deck and learning to appreciate what he was given(even if he didn’t say it outright) was character development, and he even openly rebuked his brothers and stopped worrying about money over everything else. Also, Chazz being able to see Duel Spirits means he’s a special person. He just needed a spark in his life, and North Academy was exactly that for him.
