12:35 So that's not exactly how that ruling works. Since Titan reads "When" and is not mandatory your opponent gets a chance to respond to the Matrix in your hand first, so you cannot chain Titan to your own Matrix in this scenario.

They couldn't. Burning Abyss had a Thunder Dragon Titan on Board so player priority passes to them allowing them to use their titan before thunder could use the one on its field.
