Not the first one - a recent one, which I absolutely adore, is NO.6, from 2011. They showed not one, but two kisses! And the characters have a very complex and interesting relationship in the original books/light novels, which are from the early 2000s. They show their feelings for each other very forwardly, there's no queeerbait. BUT Yuuri on Ice was indeed the first anime to show two male characters getting engaged, or rather, making an alusion to an engagement! :) And I love Yuuri and Viktor so much 💙
