Probably because he felt out of place in the castle till he was 15 years old, and after he finally found his path with the help of Rayla, she left after 2 months (I think it was only 2 months?). By the time she comes back, Callum already built up a lot of confidence in his mage skills, that means he is capable of being confident in other things too, he just needs some time - and he is slowly but surely growing up too. :)
