Hott take: Hiruzen is the 5th most evil character in Naruto. Not overtly so, but because he is so apathetic and allows so much evil to occur around him. Apathy is a sin and Sarutobi is the most apathetic character in Naruto. Bleh, I hate the old monkey.

In all the fanfics I read or hear, it's often said that Hiruzen can not do shady things because he's often portrayed as a kind person and he needed someone who could work in the dark, which is where his childhood friend comes in. I once had a theory that Hiruzen and Danzo are in a cold war, Danzo got Orochimaru on his side to become stronger than Hiruzen and eventually become Hokage or when Orochimaru become Hokage to rule Danzo in shadows, Hiruzen when had found out he elected Minato as Hokage to show Orochimaru what he lost because he sided with Danzo and later he exposed Ororchimaru to prevent Danzo from becoming stronger. If you remember, Yamato or Tenzo was the only one who had the wood style and he was in Root. maybe Hiruzen exposed Orochimaru back then to stop Danzo. imagine if all Root squads had the wood style? And on top of that i think Dazno had a lot of dirt on Hiruzen to blackmail him into not exposing him to the public, they are in a stalemate where neither side can hurt the other. i hate the Dazno character and rejoice in every fanfic i read or hear when Dazno and Hiruzen get killed. Fanfics have destroyed in me the image of the benevolent Hokage and created a manipulative man who wants power and control and brainwashes shinobi, not as extreme as Danzo, but slowly and quietly with talk of the will of fire. So in my Mind both are bad but Danzo is till number 1 I hate the most. and in the end Hiruzen is in a stalemate where he can't harm Danzo and sometimes he won't because if he needs a scapegoat Danzo will be blamed because no one likes him, he's a shinobi of Darkness after all. But what I don't understand and many fanfic authors forget is that they are shinobi and that they can falsify evidence and eliminate Danzo secretly so that no one can finds out.
