In japanese, 下手 is often only used to describe yourself, and not others as it may come off as being rude and making fun of others poor abilites. In the video he explains that this is because 下手 is a very short phrase so it may come off as cold and aloof. What he is trying to say is that in the occasion where you use 下手 to describe someone other than yourself, you should add suffixes like っぴ to the back to make it friendlier. You can still use heta, but keep in mind its considered a bit rude when used to adress someone else
