Like I said, he could have asked first nicely to lower it down if they were indeed loud (but Camila said they weren't even yelling), if they did not stop after asking them, then report them. It is still his right since he lives there of course. I lived in an apartment before with loud college students but we have asked them nicely (two times) before thinking of reporting them and they stopped and were considerate.
