Yeah, they could put the hundreds they would save on the near identical performing 12700 or 13700 (I know I know E cores, but they are not for gaming 99% of the time) toward the GPU and have a decent balanced build. When people ask 'what goes with x CPU' I always ask, did you buy it already? Because i7 i9 have price/performance getting worse and worse. With the GPU a lot of people can afford a 12100/12400 might work just fine. Especially if they are playing 1440p or higher resolution.

Another thing that no one says is that there is no such thing as a CPU that doesn't bottleneck anything. Not because of hardware but because of software. One game might use more GPU and another more CPU. Even if you have the most powerful CPU out there with a 4090 the game that demands more CPU will have a CPU bottleneck if you put high enough settings and is a demanding game while the game that needs more GPU might have the 4090 bottleneck you.

Usually CPU’s stand the test of time better than GPUs do. You could realistically use an i7 3960x from 2011 and get a good gaming experience from it today but you can’t run shit with a gtx 580.

Someone correct me if I’m wrong: Normal RAM is where your computer stores temporary data for programs to run. VRAM is on your graphics card, and specifically stores things used to render the game like textures and such.

Ram connects to the motherboard in slots, motherboards most commonly have two or four slots. on the latest form of ram (DDR5) these sticks can go up tp 64GBs per stick, this ram can also be upgradeable. Vram (video ram) is permanently soldered to the card meaning no upgradability, currently the highest amount a consumer GPU has is 24GBs.

They are pretty much the same, only vram is ram that is dedicated to the gpu and is faster than normal ram. So if the gpu runs out of vram, it will use system ram which will be way slower.

A better question would be "What GPU should I buy for my old CPU so that I don't overspend on it, as I don't want my CPU to bottleneck my GPU.", but even that is somewhat bad, because you could just use that GPU in a new build further down the line and then it will perform better, because by then you will have a CPU that won't be bottlenecking it. My last PC had a i7 6700K and last year I wanted to upgrade my whole PC (did it over the course of around 6 months), but I went with a RX 6750 XT, as I got it on sale and even though my old motherboard (only PCIe 3) and CPU couldn't really use all of it's potential, I knew that when I upgraded those parts, then it would be utilized fully.

Also it depends on the game a lot, not every game is CPU intensive, but even if you have trash CPU and RTX 4090, then you can still reduce the CPU bottleneck by playing in higher res/settings.

I have a 3090Ti plugged into my super old PCIe 2.0 18 year old dual xeon server . I have no problem running the latest games, but I bought the GPU because it has 24GB of VRAM that I use for AI. The GPU is worth more than the rest of all the other components combined of my old school server. Sure, it might take a little longer to offload info from the PC to the GPU, but not by that much. It runs really well.
