Solid games. Do you have a few links of your weakauras? Also - what's the general strategy you guys use against mage/rogue?

Using a lot of weakauras. Check comments under my previous videos, I have been sharing a lot of them. General strat against mage/rogue is to pressure the mage a lot. I start with purging and (max rank) shocks on the mage. Then my objective is generally to line the mage. Use trinket on kidney if the mage has uptime. Warrior can also trinket to help you or to kill.

Yo, I use a couple different weakauras with some modifications. wago.io/jBDHXJQ_s I have a similar weakaura for dispel alerts on a couple of spells, but not for interrupts. I believe the addon "Shaman Friend" can also do the same.

will i be able to push any solid rating with only 1500 healing powers? im not fully up to date with gear but i have 400 resil. certain situations we lose because i oom from spamming heals and being unable to recover

The most important thing gear wise is to have decent survivability which it seems like you have. Mana will be an issue but its also an issue at higher gear levels. Just focus on what you can do with what you have atm and you'll get the gear eventually. If you play with a warrior, I'd say the warrior's gear matters more than yours. And yeah, you can reach high rating with lower gear but you will be at a disadvantage.

Yo, it's a pretty good talent and I used to run 3/3. But you could run e.g. 1% hit instead if you dont value it much. You're right that it does lose some value when it's only 1 point but it's still gonna protect your lust/earth shield every now and again.
