They underestimate Yuri a lot considering that he is one of the strongest in Arc-V, being at least top 4 and is not higher only because the level of the duelists in that series is very high. I'm not saying that Hell Kaiser is weak, I just think that realistically it would be difficult for him to win considering that the Yuri deck has more versatility and more varied strategies.
