If you haven't already guessed Zapp is a pretty accurate parody of William Shatner and his portrayal of Capt Kirk. Also Zapp was written for Phil Hartman before he died. The voice was then taken over by Billy West (Fry).

How can you not love the character of the legendary Zap Brannigan XD I find him hillarious. He is so full of himself with a maturity of a 8 year old :D Never ever a boring scene or dialogue

Fun Fact about Dysfunctional: In the movie Predator, the character of Blain is based on him and the things he’s said in life. In the movie Blaine uses a line about a sexual tyrannosaurus and chews tobacco. This is a reference to Dysfunctional once telling his 9th grade gym teacher “You go run the mile if it’s that damn important to you. A sexual tyrannosaurus like me doesn’t do beta-male things.” Dysfunc then spit his chaw on the gym teachers shoes.

Fun Fact: Phil Hartman was wanted for the role of Zapp before his tragedy occured. While most assume it's Billy West doing a lazy William Shatner. The voice for Zapp is an homage to the late Phil Hartman. May he rest in peace.
