Zeiram

Teppei and Kamiya, two average joes working in the electronic services industry, stumble upon the intergalactic bounty-hunter Ilia, and her partner, the artificial intelligence named Bob. Both men are accidentally transported to the Zone, a virtual reality in which Bob has trapped Ilia's latest prey, a biological weapon named Zeram. The Earth natives must both survive the experience and help Ilia capture Zeram before the Zone disappears around them.
In this scene, Zeiram attempts to clone Teppei using a portion of his skin he bit off earlier. unfortunately for him, the clone sample was insufficient, and resulted in a defected specimen. angered, he quickly dispatches it under foot.

Zeiram reminds me of the bastard son of the mushroom people from the movie Matango, fused with the Guyver. And the oozy dude makes me think of the creature from Basket Case and... well... a snot soaked oozy dude.

@Gustavo Guzman One correction though, it actually bit Kamiya not Teppei. Also the clone might be also defective not because it took a small sample, but because Kamiya is a bad DNA specimen to begin with and has bad habits of smoking and drinking too much. Also the clone is the same actor as Kamiya, but you can notice through their mime routine that Zeiram commands the defective clone to go and attack like the other ones, and the clone responds that he can't due to his inefficient condition and to have mercy on him. But aside those things mostly what you described is more or less the same. Also one more correction, it is not ILIA, it is IRIA, even the Japanese version has the title of the Anime prequel and the SNES game as written in English as IRIA.
