Water bending as heal would also come under manipulating elements in some one and if you remove that you change an entire type of bending hugely. I also feel like a lot of these OP things are less OP than they seem. Bending the ground under someone, all forms of bending are shone to be highly mobile. Bending the air out of someone’s lungs took along time and he wasn’t moving just throw a rock at him. The blood bending dose seem OP but if it is super hard to learn and you can only use it on full moons, and all of its OP abilities require you to be able to seen them(I assume, I don’t think that is stated, but it feel accurate). Also all of these abilities seem weak to crowds, bring more people. And just thought of this lightning (also OP, as it one hit kills, unless you know some completely new technique) can be redirected through the body which means you can control your Chi to manipulate elements in you body, there might well be something similar for both blood bending and that air from the lungs thing.

Elves, for any proper scholar of the JRRT lore, are an earlier people closer to divine providence of whatever created the world. Hylians are a people that received the blessings of the divinity of creation after the creation of their world, elves are more direct descendants of the first peoples of those worlds.
