I like to think the whole "price" thing is relative to what they are doing. Basic spells come from learning and memory. Using your own energy to port around. Using a spell to conjure up a demonic spawn of satan to unleash it upon storybrooke or alternative area probably has a higher price to pay than just "you know the spell". The dark curse is caused by the sacrifice of what you love most. The price is losing someone that dear to you, that it is the full cost of a reality changing spell. The refund policy in that respect is quite funny when you consider the fact true loves kiss breaks it. You can't break your own dark curse.
